Please note that SMCMUA does not release bidder information or engineering estimates for current Bids/RFPs.  Information regarding bidders and proposals are exempt from disclosure under OPRA until such time as formal action is taken by the governing body, because such information, “if disclosed, would give an advantage to competitors or bidders” [See N.J.S.A. 47:1A-1.1].
 

Current

  • Permanent Pavement Replacement Services:  This Contract involves the replacement of temporary pavement repairs from various road openings by the Authority from time to time, as needed.  The replacements are at various locations throughout the Authority’s service area.  Click here to view Notice to Bidders.

  • Emergency and On-Call Water Main and Appurtenances Repair, Installation, Testing and Startup:  This work consists of emergency and on call water main and water main appurtenance replacement within the SMCMUA service area.  Click here to view Notice to Bidders.

  • Large Meter Replacement:  The Authority requires the replacement of larger meters within SMCMUA’s service area. In preparation of this contract, there are approximately 250 locations of Commercial properties that require the changing of meters by a Master Plumber licensed by the State of New Jersey of plumbing. Work shall include the furnishing of time and materials for the installation of SMCMUA supplied meters for specified Commercial properties within the SMCMUA service area.  Click here to view Notice to Bidders.  Click here to view Addendum No. 1.

  • Excavation Spoils Removal:  The scope of the work includes providing drivers and vehicles (Single Axle, Tandem, or Tri Axle Dump Truck or equivalent) to pick up spoils from SMCMUA Headquarters. Spoils will be split into piles of soil/stone, bituminous asphalt, and concrete.  Click here to view Notice to Bidders

Past

  • Janitorial Services:  Contractor is to provide all labor and any additional necessary supplies and equipment to perform the janitorial services as required and detailed in the bid specifications. The Authority will provide all cleaning products (i.e. surface cleaner, furniture polish, glass cleaner, etc.), cleaning equipment (i.e. mops, buckets, sponges, dust cloths, vacuum with HEPA filters, etc.), and other products for restocking restrooms and kitchens (i.e. paper towels, toilet paper, hand soap, air fresheners, garbage bags, etc.).  Click here to view Notice to Bidders.  On September 19, 2024, a contract was awarded to North Jersey Friendship House, Inc., in the amount of $34,240.20 per year.

  • Water Treatment Chemicals:  The successful bidder is to furnish the following: (1) liquid Sodium Hypochlorite for the purpose of disinfecting raw groundwater and surface water supplies; (2) liquid Sodium Bisulfite as described for the purpose of neutralizing chlorine in water discharge; and/or (3) liquid Sodium Hydroxide as described for the purpose of adjusting the pH of water.  Click here to view Notice to Bidders.  On September 19, 2024, a contract was awarded to Miracle Chemical Company, Inc., in the amount of $145,565.00 for Sodium Hypochlorite and Sodium Bisulfite.  No bids were received for Sodium Hydroxide.

  • Stiles Avenue Water Main Replacement:  Major items of work include installation of approximately 9,000 linear feet of 8-inch ductile iron pipe and the installation of associated fire hydrants and copper services along Stiles Avenue, Homer Avenue, Carlyle Avenue, Central Avenue, Hawthorne Avenue, Maple Avenue, Diana Road and Burch Drive in Morris Plains, NJ.  Click here to view Notice to Bidders.  On September 19, 2024, a contract was awarded to Penn-Bower, Inc., in the amount of $3,215,330.00.

  • Langdon Lane Water Main Replacement:  Major items of work include the installation of approximately 850 linear feet of 8-inch ductile iron pipe and the installation of associated fire hydrants and copper services as shown on the Contract Drawings.  Click here to view Notice to Bidders.  On August 22, 2024, a contract was awarded to Penn-Bower, Inc., in the amount of $273,525.

  • Customer Side Replacement of Lead and/or Galvanized Service Lines:  This work includes the provision of plumbing services to replace the customer side water service line when and if the line currently connecting the property to the SMCMUA system is determined to contain either lead or galvanized materials.  Click here to view Notice to Bidders.  On August 22, 2024, a contract was awarded to John Garcia Construction Co., Inc., in the amount of $930,029.

  • Jones Woods 2MG Tank Improvements:  This work consists of removing tank coating, application of new coatings on both the interior and exterior of the tank, installation of a frost proof vent, a tank mixer, new ladder with safety climb system, new hatches and other tank improvements as shown on the plans for a 2 million gallon ground level storage tank located in Morris Township, NJ.  Click here to view Notice to Bidders.  On July 18, 2024, a contract was awarded to Dynamic Painting and Sandblasting for its low bid in the amount of $779,250.

  • Redevelopment of Black Brook Wells:  The work includes the redevelopment of two screened production wells in Hanover Township, Morris County. This work will be completed under the supervision of a well driller licensed in the State of New Jersey.  Click here to view Notice to Bidders.  On June 13, 2024, a contract was awarded to William Stothoff Company.

  • Repair of Jones Woods Access Drive:  This work consists of repairing a washed-out gravel access road.  Work items include removing existing utility poles, removing an existing tree, regrading, installing geotextiles and geocells and to install aggregate of various types.  The plans are a general representation of the work required and field determinations will be required in coordination with the Engineer and the Morris County Soil Conservation District.  Click here to view Notice to Bidders.  On June 13, 2024, a contract was awarded to T. R. Weniger Inc.

  • Jones Woods Tanks Electrical Improvements:  This work consists of upgrading the electrical and communications equipment at the Jones Woods Tanks site located behind the Villa Walsh Academy in the Township of Morris. In general, the Contractor shall remove electrical equipment from the existing vault on site, construct a new above ground equipment pad, run new conduit, install new electric and RTU control panels and replace lighting within the vaults.  Click here to view Notice to Bidders.  On May 16, 2024, a contract was awarded to Power with Prestige.

  • Liquid Non-Hazardous Waste Removal:  This contract includes the vendor to provide tanker trucks to be filled with liquid treatment plant waste at the Authority’s site, and removal of the waste upon notice from the Authority. Liquid waste shall be transported and disposed in an environmentally safe manner in accordance with all Federal, State and local laws.  Click here to view Notice to Bidders.  On May 16, 2024, a contract was awarded to Coppola Services, Inc.

  • Ductile Iron Cement Lined Pipe: This contract includes the vendor to provide ductile iron water pipe on a not-to-exceed, as needed basis.  Click here to view Notice to Bidders.  On May 16, 2024, a contract was awarded to Capitol Supply Construction Products, LLC.

  • Groundskeeping:  The contract for facility groundskeeping services will include: turf mowing and turf edging, tree/hedge trimming and pruning, leaf and branch removal, and gutter and downspout cleaning for the Authority’s properties with Morris County.  Click here to view Notice to Bidders.  Bids were opened on April 4, 2024.  On April 18, 2024, a contract was awarded to LTI, Inc.

  • Catalog Percentage Discount Pricing for Water Utility Supplies and Equipment:  For this contract, water utility supplies and equipment includes:  Compact Mechanical Joint Fittings; Copper Tubing; Curb Boxes and Parts; Ductile Iron Water Pipe; Hydrants; Hydrant Repair Parts, Mechanical Joint Restraints; Mechanical Joint Valves; Meter Pits; Meter Pit Parts; Repair Clamps; Repair Couplings; Tapping Sleeves; Tapping Valves; Services Saddles; Valve Boxes and Parts; and Water Service Materials.  For each manufacturer or brand that a Bidder bids upon, the Bidder must (1) identify the most current Price List or Catalog upon which the Bid is based, (2) Identify the Price List or Catalog Date/Number, (3) Propose a Percentage Discount, and (4) Submit with its bid the price list(s) or catalog(s) being bid upon.  Click here to view Notice to Bidders.  Bids were opened on March 7, 2024.  On March 21, 2024, contracts were awarded to Brent Material Company, Ferguson Waterworks and Raritan Group.

  • Professional Engineering Services in connection with Headquarters Facility Improvements:  The scope of work includes design of the construction of a materials and equipment storage building at SMCMUA’s Headquarters Facility located at 19 Saddle Road in Cedar Knolls, New Jersey.  Click here to view Invitation to Submit Proposal.  Proposals were opened on January 18, 2024.  On February 15, 2024, this contract was awarded to EI Associates Architects and Engineers.

  • Glenbrook Road Water Main Replacement:  Major items of work include installation of approximately 4,500 feet of 8” diameter water main and associated appurtenances on Glenbrook Road, Bangiola Court and Keenan Place in the Borough of Morris Plains, NJ. Construction at the December 21, 2023 Board Meeting.

  • Upgrades for Manganese Removal Treatment at Black Brook Water Treatment Plant:  Major items of work include: Replacement of manganese greensand media in six (6) 11-foot diameter contactors, assessment of manganese Greensand contactors, installation of a six-inch diameter electrically actuated butterfly valve and associated piping connections to replace the existing backwash waste valve, installation of a new 76 cfm rated blower and associated two-inch diameter piping to connect to the existing air piping, modifications to the instrumentation and controls and electrical upgrades at the Black Brook Water Treatment Plant.  Click here to view Notice to Bidders.  Click here to view Notice for Addendum No. 1.  Bids were received on December 7, 2023.  A contract was awarded to Derstine Company LLC at the December 21, 2023 Board Meeting.
