The Southeast Morris County Municipal Utilities Authority (“SMCMUA”) is committed to providing an efficient process for property owners and developers to fulfill their water service needs in accordance with SMCMUA's Rules and Regulations (also known as the Tariff), pursuant to N.J.S.A. 40:14B.

The following forms and documents are available to assist applicants.  Specific information and associated submittal requirements are included within the directions on each.  Please click on links to download.  Submit completed applications with supporting documentation to the SMCMUA Engineering Department at engineering@smcmua.org. Only electronic submissions sent via email will be accepted.

 

SINGLE-FAMILY AND TWO-FAMILY HOME WATER SERVICE:

 

All applications for any service, included single-family homes, must meet SMCMUA's current standards for construction.

Details:

• The Property Owner is not allowed to tap the main. They must coordinate the tap with SMCMUA.
• For copper taps (3/4” to 2”), except the service saddle, SMCMUA will provide all materials and perform the installation from the main to the curb. The Property Owner will be responsible for installation from the curb to the house.
• The Property Owner must have all pipe stands, meter couplings (including plastic to copper fittings as required), meter housing, etc. in place before calling for a meter set.
• The Property Owner will be required to pay any fees on the account before the new service tap can be made.
• The Property Owner must close the corporation stop and crimp any existing service to be abandoned.

New Service (1):


(1) A service will be considered new even if an existing service is being replaced with a different size service.

• The Property Owner must attach a PDF copy of the site plan of their project with the application.
• The Property Owner will be required to obtain the road opening permit, excavate, backfill, compact, perform final restoration and pay any fees associated with the work.
• The Property Owner will be required to obtain and install the service saddle for 1-1/2” and 2” services.
• The Property Owner will be required to install a meter housing where required.
   - For 3/4" and 1” meters, a meter pit is required. It is our understanding that meter pits have a long lead time so start sourcing the meter pit now. A cut sheet of the meter pit can be found above.
• The Property Owner must have their plumber available to install a spacer tube where SMCMUA will remove an existing meter to install a new meter in the meter pit.

Existing Service (Turn On Only):

• The existing service (private side) must be confirmed not to be lead or galvanized material.
   - SMCMUA will make an appointment with the Property Owner to observe the service line at the meter.
• If the private side is copper, the water will be turned on, regardless of whether the material on the public side is known.
• If the private side is lead/galvanized, see ‘Existing Service (Demolition, Construction Reuse)’ below.

Existing Service (Demolition, Construction Reuse):

• The existing service must be confirmed not to be lead or galvanized material.
   - SMCMUA will make an appointment with the Property Owner to observe the service line at the meter and at the curb.
• If the private side is lead/galvanized, it must be replaced by the Property Owner before SMCMUA provides service to the property.
• If the public side is lead/galvanized, SMCMUA will replace the service line at the same size and location as previously existed.
• If the entire service requires replacement, the Property Owner shall install their side to the curb (including meter pit, if required) and SMCMUA will connect from that service to the main in the street.
